Mr. McGill has over 25 years of experience in healthcare policy and finance in New York State. For the Center for Regional Healthcare Innovation (CRHI), he serves as the Executive Director of the Westchester Medical Center (WMC) Performing Provider System (PPS) Project Management Office (PMO) on the Delivery System Reform Incentive Payment (DSRIP) Program deliverables as well as WMC's efforts to develop a Hudson Valley System of Care.

For Public Consulting Group, he was Senior Advisor to the DSRIP Program Independent Assessor. In his role he led a team in the review of Performing Provider System (PPS) Quarterly Report submissions, which are used to award over $6 Billion in funding over five years.

Prior to this, Mr. McGill had a 16-year tenure with the Healthcare Association of New York State (HANYS) where he analyzed and presented on healthcare financial and operational issues related to governmental and private payer billing and reimbursement. He led HANYS implementation efforts on several Medicaid initiatives pertaining to the Patient Protection and Affordable Care Act (ACA) as well as the Medicaid Redesign Team (MRT). His efforts included assisting hospitals to implement Medicaid Health Homes, achieving Patient Centered Medical Homes (PCMH), and participating on the New York State All Payer Claims Database Steering Committee. He has co-written published reports on the financial condition of hospitals in New York State and the value of Medicaid to vulnerable populations. He has represented HANYS to the Centers for Medicare and Medicaid Services on the Recovery Audit Contractor (RAC) Program as well as the implementation of the state’s Ambulatory Patient Group (APG) payment methodology.
