Janet (Jessie) Sullivan, MD

Vice President and Medical Director
Center for Regional Healthcare Innovation

Janet Sullivan, MD, joined the WMCHealth Network in June, 2014 as the founding Medical Director for the Center for Regional Healthcare Innovation (CRHI) where her role is to oversee the development and implementation of clinical programs under the federal and New York State Delivery System Reform Incentive Payment (DSRIP) program.

Prior to joining CRHI, Dr. Sullivan served for 17 years as Chief Medical Officer of Hudson Health Plan, a not-for-profit Medicaid managed care plan serving the Hudson Valley. During her tenure Hudson grew from under 20,000 to more than 140,000 enrollees in three New York State subsidized insurance programs for low income beneficiaries: Medicaid, Family Health Plus, and Child Health Plus.

Dr. Sullivan led the development of Hudson’s ‘supporting excellence’ programs to promote quality care for enrollees—including pay-for-performance programs to better align physician reimbursement with quality of care objectives. Under her leadership, Hudson repeatedly ranked among the top performing health plans based on New York State’s quality of care performance metrics.

She has been an active participant in local, regional and national work to develop and standardize clinical performance measures. From 2003-2007 Dr. Sullivan served on the National Quality Forum’s Board of Directors.  From 2010-2012 Dr. Sullivan represented the American Academy of Dermatology on national measurement development workgroups on Melanoma, Psoriasis, Atopic Dermatitis and Transitions in Care (2010-2012) and served on the American Medical Association Physician Consortium for Performance Improvement (PCPI) Advisory Committee for Measures Development, Methodology, and Oversight (2010-2012) and currently serves on the PCPI Measures Advisory Committee.  Since 2009 she has participated on the National Committee for Quality Assurance Child Health Measurement Advisory Panel and in 2014 was appointed to the National Quality Forum Endocrine Standing Committee.

Dr. Sullivan received her medical degree from Ohio State University College of Medicine, and is board certified in Dermatology.
